Overseas Returnees Must Obtain Ministry of Labour Approval Before Departing Again

The Ministry of Labour under the military council has announced that workers returning from overseas on leave must obtain official approval from the ministry before they can return to their respective working countries.

The military council’s Ministry of Labour issued a notification regarding individuals traveling abroad with a PJ passport on March 11,.

According to the notification, individuals holding a PJ passport and an Overseas Worker Identification Card (OWIC), whether they initially traveled through an agency program or independently (as skilled workers), must apply for approval before departing again if they are returning after a leave period. To do so, they are required to submit the necessary documents via email to (migrantdeparture@gmail.com) to obtain permission for overseas employment.

Additionally, Myanmar workers who have traveled to South Korea under the EPS system and have returned to Myanmar on leave must report their status to the POEA office without fail, according to a separate announcement from the Ministry of Labour’s government overseas employment agency.

Workers returning on leave are required to submit their passport, a valid Overseas Worker Identification Card (OWIC), a valid work permit (ID Card), and an official letter from their employer granting permission for leave. These documents must be reported at least five working days before their departure, excluding public holidays.

The Ministry of Labour will review the submitted information and publish the list of approved workers via the Safe Migration Telegram Channel. The approved list will also be sent to the relevant airports.

This procedure will take effect starting from March 17, 2025.
