On March 22, the Ministry of Labour under the military council announced through the state-owned newspaper that licensed overseas employment agencies would now be allowed to submit job offer requests for only 50 workers per month when sending workers to Thailand under the MOU system.
The announcement includes implementation procedures for licensed agencies in relation to sending Myanmar workers to Thailand, with the key point being that each agency will now only be permitted to submit requests for 50 workers per month.
In addition, for demand letters issued before January 30, 2025, that include more than 50 workers, those documents must be amended and resubmitted with a limit of 50 workers starting from March 25. Each agency is allowed to make only one submission per month.
The submission of new demand letters for Thailand will be accepted starting from May 2, 2025.
“A factory from Thailand may want to recruit 100 workers through an agency, but the agency will have to split the request into two and submit it across two separate months, with only one submission allowed per month under this new directive. Even if agencies have a large number of demand letters, they are now limited by the fixed quota. What’s worse is that even contracts signed before January 30 are now subject to this restriction. Some of the released information is unclear. Previously, MOEAA (Myanmar Overseas Employment Agencies Association) would issue notices, but now that it’s being announced in state-owned media, agencies are left confused and even unsure who to ask,” said a representative from a licensed agency.
The procedures for countries such as Japan, Korea, Singapore, Malaysia, and others will continue to be explained in the state-owned newspapers Myanmar Alin and The Mirror, according to the announcement.
