Male Line Supervisor at Justdo Myanmar Garment Factory Accused of Sexual Harassment

Workers say a male line supervisor at the Justdo Myanmar garment factory has been verbally harassing female workers using sexually explicit terms related to genitalia. According to workers, the supervisor publicly scolded a worker by name for failing to meet the garment production target.

“The male line supervisor announced a worker’s name over the microphone and said, ‘Are you plucking your pubic hair instead of sewing enough to meet the production target?’” workers said.

Workers say the supervisor frequently insults workers by calling out their names over the microphone and even talks about their personal matters in front of others.

“He really likes using the microphone. He calls out their name loudly on the microphone even when someone takes too long in the toilet,” workers said.

Workers say the factory sets production targets that are impossible to meet. Workers are required to work overtime during both the evening and night shifts when they fail to reach the target, and they cannot leave at 6:30 p.m., instead having to continue working until 7:30 p.m.

“Supervisors shout and swear at workers through the microphone if they cannot work overtime. They say workers don’t need to talk back whether the leaders are right or wrong,” workers said.

Workers also say that in addition to abusive language from line supervisors and supervisors, the Chinese factory owners themselves enter the production lines to monitor workers and shout insults at them. Labour rights advocates say that insulting others is not allowed anywhere, including the workplace, yet supervisors continue doing so inside the factory.

“Swearing at people cannot be done anywhere. The law allows action to be taken against it. It is a form of psychological violence and humiliates people. But supervisors continue speaking without fear,” said an official from the Industrial Workers Federation of Myanmar (IWFM).

Workers say they also face fear and difficulties when returning home after overtime because of inspections by the military authorities, while the factory has not issued worker identification cards.

Workers also say the factory discriminates in wage payments and cuts wages by marking absences instead of granting leave.

“They divide workers’ wages into categories A and B. When wages are paid, they settle it with only a daily wage of 10,000 kyats if they say production targets were not met. There is no casual leave or medical leave. Workers cannot report leave even when they are sick. They mark it as an absence and deduct the daily wage and attendance bonus. Missing one day results in a deduction of 30,000 kyats,” workers said.

Workers also say more than 100 underage workers aged 13 and 14 are being made to work alongside adult workers in the factory.

Justdo Myanmar Co., Ltd. is located in Ngwe Pin Le Industrial Zone, Hlaing Tharyar Township, Yangon, employing more than 200 workers. The factory is reportedly owned by Chinese citizens and manufactures the Jackfield brand.
