Workers at Dongxin Garment Factory said some supervisors have been training employees in advance on how to respond to investigative teams looking into cases of sexual harassment that occurred inside the factory.

“The training is being done by team leaders. They’re telling us to say the online reports are false and that such incidents haven’t happened inside the factory when the investigators come,” one worker said.

The training reportedly stems from instructions given by a female HR manager to the team leaders. The sexual harassment incidents are said to have occurred in the cutting department of Dongxin Garment Factory. Although victims reported the cases to the HR manager, no action was taken and instead the complainants were pressured to resign, according to the workers.

Department heads are also monitoring those who share information about the situation and issuing harsh warnings and threats in addition to training workers to deny sexual harassment inside the factory, workers said.

“They’re saying, ‘This is an internal matter. Why do you report the news outside? We’ll take severe action if anyone shares news. In the future, report only to team leaders.’ So those who report get ignored, and the management takes no responsibility,” said the workers.

This incident happen a year after previous reports at Dongxin Garment Factory of female workers being allured by foreign skilled staff in exchange for money and subjected to sexual harassment back in 2024.

Dongxin Garment Factory is a Chinese citizen-owned factory operating in Industrial Zone (3), Nawaday Min Gyi Road, Hlaing Tharyar Township, Yangon Region. The factory employes over 1,000 workers and is currently manufacturing garments under the HEAT ASSIST brand.
